You should prune it once a year, after the flowering period is over.
Also, fertilize it once in a while. Depending on where you live, I think you should go to a garden center near you and ask for the appropriate rose fertilizer.

It sounds like it’s not getting enough sun. Roses prefer full sun all day to make them bloom well. If it’s like half and half you’ll have trouble getting it to bloom. Also water could be a problem. If your soil does not have good drainage mix in some peat moss or compost to improve the soil and don’t overwater it.

I would use Osmocote (pink label) for the fertilizer. It lasts 4 months so you only have to fertilize it once in the spring.

Good health is also essential for great roses. Get some Ortho Orthenex and mix it and spray (bottoms and tops) foliage every 7-10 days. Roses are a labor intensive plant if you want flowers like they show in the catalogs so you have to be willing to put in some time on them.
